Titus 2 Encourage and Rebuke

Verse 15 These, then, are the things you should teach. Encourage and rebuke with all authority. Do not let anyone despise you.

This is the last verse. Before that it talks about the teacher teaching men to be worthy of respect, self-controlled, and sound in faith, in love and in endurance. They have those qualities and then they're able to teach the men and the women and it can be beneficial to everyone. And they don't have that, it's a disaster and quite confusing.
