Verses 3-5 But Zerubbabel, Joshua and the rest of the heads of the families of Israel answered, “You have no part with us in building a temple to our God. We alone will build it for the Lord, the God of Israel, as King Cyrus, the king of Persia, commanded us.”
Then the peoples around them set out to discourage the people of Judah and make them afraid to go on building. They bribed officials to work against them and frustrate their plans during the entire reign of Cyrus king of Persia and down to the reign of Darius king of Persia.
When God tell us to do something we do it. When the authorities of the law/man steps in and stops us we listen. We don't stop forever though. This is merely to show that there will always be jealous people that hate God and want to destroy because they can't have any part in it. Some do things for the wrong motives. If they are stopping and causing problems and being pushy and demanding and stirring up trouble, that's bad fruit. If they were right with God then they wouldn't fight.
We do follow order and know God will work out all things for His good.
