Verse 5: Then the family heads of Judah and Benjamin, and the priests and Levites—everyone whose heart God had moved—prepared to go up and build the house of the Lord in Jerusalem.

When they heard the news that they can go home and rebuild the temple, some of the people's hearts were obedient. They heard the call and some went because they knew it was more important than anything else.
